What is this wet stuff falling from the sky?

I have heard of this wet stuff before... I even saw it (briefly) at Pennsic this year. I think it's called "rain" or something like that. Anyway, we haven't gotten any of it here around DC since Pennsic, but it sure looks like Ma Nature is trying to catch up in a hurry.
